    A good option is tapping into the private sector, as it brings existing resources of more parking to the urban cities such as Pittsburgh. Those who drive to work will be able to offer their now available parking to those coming in (availability time designated at time of listing by owner), and vise-versa, those parking now freed up their original parking and can offer to other commuters. It's a win-win situation.
