You are using numbers from Rendell's proposed budgets, not the budgets that actually passed. The document, Governor's Executive Budget, is the proposal submitted to the General Assembly, but is then amended and enacted -- usually with very different numbers. You are also mixing up the Basic Education figures with all sorts of other line items.
