Another theory I've heard -- The limited number of liquor licenses result in high food costs. Restaurants that don't have a license can't make a profit off high-margin alcohol sales, so they increase margins on food. This drives up food costs across the city. Plus, restaurants without liquor licenses are probably more likely to offer takeout than those that have them.
