While the breakdown of community-police relations is definitely disturbing, I think that the lock of community-media relations is even more troublesome.
If the residents of these neighborhoods are distrustful of reporters, then I don't know how the broader community is going to become aware of their problems, or how the residents different neighborhoods will identify opportunities for cooperation.
I'm sure there are some communication systems in place (such as community organizations), but isolation from our "mainstream" communication system must amplify the marginalization of these communities and hinder relationships with organizations such as the police.
