The words, "SHALL NOT" are a huge problem for people with an agenda that is aim squarely at the removal of an individuals to protect their property, family and self. "SHALL NOT" is definitive in its meaning. The 2nd Amendment says "SHALL NOT be infringed." and the PA Constitution says, "SHALL NOT be questioned." No where in either Constitution does it mention mental health, criminal background, or any other excuse currently on the record as a lawful reason to deny a person the right to keep and bear arms. This is merely a control issue that all despots want and it is why the Founders phrased it in that specific way. Kinda like the way God phrased His 10 Commandments.
