It's time to hold parents responsible. Quit giving the problem a fancy name. Call it what it is. The tax paying city residence do not deserve the waistful spending. Schools give all students every opportunity to suceed and receive an education, it is up to them to accept it. If you don't want it quit going, quit waisting my money. Your taking space and time from those who want an education.
