    Saying that widening won't reduce congestion is irrelevant because the turnpike isn't even congested anywhere today (except maybe at Thanksgiving). It's a mostly rural road for long distance trips, unlike the Katy Freeway example which is full of suburban commuters. The turnpike is widening in the vain hopes that they'll someday have enough drivers to pay off this debt...hard to imagine with tolls going up forever. According to a current lawsuit, it may not even be legal for PA to use the turnpike to fund unrelated projects...
