This is absolutely legal in PA and there is nothing to "be careful" about except making sure you return the license with the signatures in the required time period - license is valid for 60 days. You are sworn in front of the Orphan's Clerk of Court and sign the application. You need two witnesses to sign the License. You need to send back the license with signatures. Receive an official marriage license from Clerk of the Orphan's Court Notarized. The Clerk of the Orphan's Court is a notary, everything is notarized.
