In April 2010, Pittsburgh City Council unanimously passed an ordinance to protect motorists from aggressive tow-truck drivers. Council members had heard one too many stories about price gouging by towers, or vehicles being snatched in "spiderweb" lots, those with lurking tow-truck drivers…
