You can't build a mansion without money. The bottom line is that Pittsburgh is poor. The population really isn't growing. If you spend time in most other cities, you'll notice that transportation IS solvable. They elevate their highways above the ground instead of taking 20 years figuring out how to route them through housing (southern beltway). Pittsburghers are baffled as to how problem areas like 51 and the parkway can be solved. The solution is simple, but there is no money. The downtown transit issues are the same... if you want to solve them, you need the funds, not rocket science.
